NCAA Division I adopts new regional qualifying format

The Division I Championships/Sports Management Cabinet at its inaugural meeting in the new governance structure approved a two-site format that will serve as the first round of the Division I men’s and women’s outdoor track and field championships beginning in 2010.

The two-site format, which will be conducted over a three-day period, will replace the current regional qualifying system that raised concerns about competitive equity and fairness in advancement.

Under the new plan, institutions will be assigned to either the East or West site for the first round of competition.

The top 48 student-athletes in each individual event at each site will be determined by a national descending-order list of season-best performances. The top 12 qualifiers at both sites will advance to the championship finals.

The only exception for individual-event competitors will be heptathlon and decathlon student-athletes, who will participate only at the finals site.

Additionally, the top 24 relay teams in each event will compete at one of the first-round sites. Again, these competitors will be determined by a national descending-order list. The top eight teams in each relay at both sites will advance to the finals.

Outdoor track and field realignment has been on the radar of the former Division I Championships/Competition Cabinet – particularly the Bracket/Format Subcommittee – for almost three years.

A study group of members from the NCAA Division I Men’s and Women’s Track and Field Committee and the U.S. Track and Field and Cross Country Coaches Association proposed the two-site, three-day format (along with an alternative three-site, three-day format). The cabinet preferred the two-site format because it best addressed competitive-equity and access concerns.

“Clearly, there was a strong consensus for this format,” said cabinet Chair Jeff Schemmel, the director of athletics at San Diego State. “There was a strong feeling in the room that although both proposals would be an improvement over the current regional format, the two-site recommendation was the best format. All 31 of the division’s conferences were represented, so my sense is that everyone will be happy with this.”

Schemmel noted that the new first-round format eliminates the former automatic-qualification element into the field. Although a national descending-order list will be used to determine first-round competitors, research shows that more than 95 percent of past conference champions would have earned a spot in the first round in the new format.

About 1,700-1,900 student-athletes will compete at each of the first-round sites.

The East site will host teams from the following states: Alabama, Connecticut, Delaware, Florida, Georgia, Indiana, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Michigan, Mississippi, New Hampshire, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Rhode Island, South Carolina, Tennessee, Vermont, Virginia and West Virginia.

Institutions in the remaining states will send their student-athletes to the West site.

For the pole vault the big things here are:

Regionals will now have a qualifying round and finals like NCAAs do.
Conference Champions will no longer automatically qualify.
It sounds like it will be top 48 athletes in each region will qualify to regionals. I think they are doing away with hitting a specific standard and going with a performance list.
At regionals, top 12 in each region will qualify to Nationals. No more at-large bids.
Decathlon/heptathlon are the only events excluded from all this.

I actually kind of like this with the Qualifying round then a final!! Thats sounds like its going to be good!!

From the map I've seen, West Regionals will be so much deeper than NCAAs.

I see some real logistical nighmares ahead with this new system. First of all will they jump on two pits? I could see them jumping 48 athletes on one pit and it being awful. Also, I don't believe that there are going to be a qualifying day and a finals day for the vault...they are saying the meet is going to be a three day set-up and in only three days you couldn't possibly have qualifying and final rounds in every event. If they do do finals will they take the top 12 to finals and then anyone who makes finals qualifies to NCAA's? Then the only motivation to jump in finals is to be regional champion...

One major reason that I am against this new system is that athletes and coaches will be chasing marks again like they did before the regional system was implemented. There will be a fight to be on the top 48 national descending order list and teams that can afford to do so will split up and send their sprinters to one meet, their throwers to another, their distance runners to another and their jumpers somewhere else. I see this as very bad for Track & Field. I think the mid major schools are really hurt by this and the big schools come out on top. Also, they claim that this will save money for programs and the NCAA by consilidating but schools are going to have to travel further and stay at regionals longer.

and yes you want to be in the East Region as a pole vaulter, I am lucky enough to be right on the line of the West schools and from the looks of it I agree with achtungpv the West Region is stacked for the vault

If you are having trouble making top 48 in your region, you probably don't belong at NCAAs. I know it's harder for people in areas with bad weather, but if you are NCAA finals caliber, you ought to be able to jump a foot below your PR and still make it to regionals.

Yes, that is true, I agree fully with you Becca, but that doesn't change the fact that there will be chasing of marks and the fact that is seems like one region will be tougher to get into then another. I guess maybe the East needs to get in the game, but to me it just doesn't seem like a better system.

Last year's guys' performance list now changed to E-W regions. It looks like all of the West and Midwest schools are now west, with some of the mideast schools joining them.

Conference Champions no longer get automatic bids. The East is a lot weaker, so a guy like DePalo might have a chance at sneaking in anyway.
